Blue Minotaur - start by opening one hint at a time to see if it's enough information
If you haven't found the Minotaur, it is located on the building in the middle of the map, marked by a red dot in the picture below.
Try combining the red arrows on the back of the page. That is join 1s with 1s, and 2s with 2s. A number should appear as you fold the paper.
Once folded, you should see the number 5.
The answer to this riddle is therefore 5.
