Summary

The public sector is important for the development in rural areas in many ways, namely partly through the localization of the activities of the public sector and the provision of public welfare service in a wide sense, partly through the rural area policy, and partly through policies across many sectors for furtherance of conditions and breeding grounds for regional and national development.

There is not any systematic knowledge of the effects of the public sector and various policies for the rural areas. There are no exact goals for the development of rural areas, and there are no precise indicators for the goals to help monitor effects and thus facilitate the ability to control the effort. It is possible to develop precise goals and indicators for the importance of the public sector in different areas. It is also possible to systemize experience with the effects of various initiatives, projects and policies at the local scale.
