Projekttitel: Health System Governance and Informal Patient Payments in Health Care in the Western Balkan from an Equity Perspective.
Previous research has illustrated poor performance and the presence of informal payments in the Western Balkan health care systems. Especially vulnerable groups are exposed to these extra payments for health care services and since an increasing number of migrants make their way to European borders, crossing through the Western Balkan countries, this group should be studied in more detail. This project will in first focus on all Western Balkan countries, examining the literature and impacts of informal payments on health systems governance. Afterwards the PhD will look further into public health civil servants’, policy makers’ and users’ (including migrants) views about informal payments and health system governance in Serbia, a typical transit country for migrants. In-depth interviews and self-administered questionnaires of users’, public health civil servants’ and policy makers’ views will be conducted to understand perceptions of informal payments, service provision and health system governance in Serbia.
